Should Anyone Get A Clean Slate?

In terms of employment for those coming back to work force from time spent in prison or even with misdemeanor criminal records the Clean Slate Bill seems to offer quite a restart for those who have committed crimes. The arguments are strong on both sides but is a full clean slate going to hinder crime prevention or be a hindrance to it in any way?
